One user process should wait until the other user process gets completed.

Dear members,

I have one aspx page with a function (under submit button).

My requirement is, in case if two different users clicks on the submit button at the same time. Then User2's process should wait until the User1's process gets completed.  

Can someone put me on the right direction.
